Formed in 2020, Norwich City Services (NCSL) is a new company that’s wholly owned by Norwich City Council. NCSL will be headed up by a Managing Director who will sit on the board alongside a Non-Executive Chair, a Non-Executive Director, and two councillor board members.
Working with the Council
NCSL will look and feel like any other service delivered by the council, sharing a common ethos, values and customer focus.
As public sector resources become more scarce, NCSL will support the council to meet future financial challenges while delivering first-class services.
The NCSL board of directors will set and deliver the strategic direction of the company, delivering efficient, value-for-money services while making sure all legal and regulatory obligations are met. They’ll also review the profit and loss account, balance sheet, cash flow statement and financial position on a quarterly basis.
NCSL will deliver services to a wide range of customers and service users:
- Norwich City Council (client)
- Council tenants
- Commercial tenants
- General public and residents
Transfer of service to NCSL will be phased. From April 2021 NCSL will take responsibility for environmental services and a workforce of circa 175 FTEs and grounds maintenance of 824 sites, maintaining 2,324,325 sq m of grass, 81 children’s playgrounds, 91 parks and open spaces including 1 green flag award park, 56 natural areas, 463km of street cleaning, cleaning of 6 offices, Norwich market, toilets, changing rooms and sheltered accommodation, 3 multi storey car parks and 11 surface car parks. In April 2022 a further circa 152 FTEs will transfer to NCSL to deliver property repairs and maintenance.
Support services to NCSL will be provided by Norwich City Council.
